Biography
Built on four decades of fire service leadership.
Jeff Blanchard began his fire service career in 1978 and spent the next 43 years working his way through every level of fire and EMS operations. His career culminated in a decade-long tenure as Fire Chief and Emergency Management Director for the Town of Hanover, Massachusetts — a role that gave him direct responsibility for deployment strategy, capital planning, and community risk management.
As Fire Chief, Jeff oversaw station operations, apparatus deployment, staffing models, and long-range facility planning. He developed a deep understanding of how deployment decisions translate into real-world response outcomes — and how difficult it is to make those decisions without reliable data and simulation tools.
That experience is the foundation of JB Consulting Group. Founded in 2022 following Jeff's retirement from active service, the firm was built on a simple premise: fire and EMS departments deserve the same quality of analytical support that large urban departments take for granted — regardless of their size or budget.
Since 2022, JB Consulting Group has completed more than 17 engagements across Massachusetts and Connecticut. A substantial proportion of clients have returned for follow-on studies — a reflection of the trust that comes from delivering work that is both analytically rigorous and operationally grounded.
